This is a comprehensive training exercise designed around the approach and landfall of Hurricane Lillian, a Category 4 storm, directly impacting Coastalville and its surroundings. Participants will assume critical decision-making roles responsible for resource allocation, trade-offs, stakeholder engagement, media interactions, and ethical challenges during the disaster response.
